Reopens #1918, which I accidentally closed with a bad force-push (a shallow clone produced a parentless commit, so the branch no longer shared history with master; GitHub then refuses to reopen the PR). Same content, correct history, single commit.

The number 8353 was already assigned by @abcoathup on #1918 — keeping it rather than taking a new one. Discussion: https://ethereum-magicians.org/t/erc-8353-staked-weighted-verification-gate/29194

A minimal interface for claims that become trusted only through weighted third-party verification, with optional stake and revocation:

  • Four transitions (offer/verify/settle/revoke), two views (statusOf/weightOf), four events
  • Endorsement weight = endorser's own verified depth, never a count; no self-verification
  • Settled is terminal; revocation leaves an auditable trace
  • Weight function, thresholds, slashing, and revocation arbitration are implementation policy

Reference implementation in assets/erc-8353 (Foundry, 15 tests). Since #1918 the Security Considerations gained a paragraph on why independent re-derivation counts must not be treated as verification weight, from the discussion thread.
