ci: dependabot: disable for go modules - #257

This repository is a library module, which (by design) should follow MVS (minimum version selection) where possible. Disable dependabot for go modules, so that we can manually update the minimum versions if needed. Signed-off-by: Sebastiaan van Stijn <github@gone.nl>
