MNT: enable linux aarch64 builds

• Added linux_aarch64 provider/build platform.
• Re-rendered with conda-smithy.
• Confirmed local linux-aarch64 Python 3.12 --no-test build.
• Kept linux_ppc64le disabled after CI showed Embree passes -msse2, which powerpc64le-conda-linux-gnu-c++ rejects.

This expands native Linux platform coverage for the libigl Python bindings to linux-aarch64. The ppc64le attempt was removed because the current upstream Embree-backed extension build is not ppc64le-clean.
