Move submodules + symlinks into first_party/ and update references.
Path fixes to keep things working after the move:
- Jenkins device(): set PYTHONPATH=/data/pythonpath{,/first_party} after
sourcing profiles (which reset it), so on-device imports resolve.
- hatch wheel `packages` -> first_party/ for fresh installs / wheel builds.
- pandad panda.cc: read panda firmware from ../../../first_party/panda/board/obj
(was ../../../panda/...); stale path made up_to_date() always false, causing
an endless reflash loop that wedged the panda over SPI in HIL tests.
