Use dev area Environment file to get the release base

HLT_P2_INTEGRATION tests were not running as cmssw env was not set when bot tries to check for enabled tests. Due to missing cmssw env , the CMSSW_RELEASE_BASE was not set. This PR proposes to extract the release path from the SCRAM configuration
