Create Docs area in Concourse

I'd like to add a new area to Concourse for users that contribute to Concourse's documentation. I'd like to add the following users as approvers because they've recently made significant contributions to the docs repository:

• docx: Full re-write of the Concourse site using MkDocs concourse/docs#572
• fix: Update remaining legacy links and home page theming concourse/docs#578
• fix: change key from attempts to tags concourse/docs#579
• docx: create page describing wall system concourse/docs#581
• docx: reformat metrics to fit overall site theme and remove .old concourse/docs#586
• resubmit: Detailed Install Docs concourse/docs#603

• Add page for available icons, do some JS cleanup concourse/docs#606
• Add git-tags resource type concourse/docs#607
• Add Spring Initializr Resource concourse/docs#82

If either of you, Kevin or Josh, don't want approver status, leave a comment stating so and I'll remove you. I think both of you have earned it though.

We have the requested reactions now, and they are positive. I’ve approved the PR, so you should be able to merge it now.

This PR addresses WG-internal topics, which is why I’ll leave the final merge up to you. With my approval, I’m trying to help get things moving in the WG regarding the automation. In general, however, TOC approval is not required for WG-internal matters.
