Lack of doc in RepositoryManager.getArtifactResults(ArtifactContext) (plus bug)

As described in ceylon/ceylon-compiler#2394 this method needs documenting, and (depending on what it's supposed to be doing) fixing, because it doesn't seem to handle multiple suffixes properly.
