Summary: the sync operator forces a zero base rate, takes the per-recipient read cost from the global synchronizer's on-ledger amulet config through Scan, and always enables free confirmation responses, so none of the three is configurable. The sync operator integration test checks the dedicated synchronizer ends up with the global synchronizer's settings.
