This is an amendment to this workaround which installs the Ubuntu cloud-init package in place of Debian's, since Debian's is missing MAAS bindings. When we do this,
distroin /etc/cloud/cloud.cfg is set to Ubuntu, which causes cloud-init to configure apt sources to point to Ubuntu repos. That's likely what's happening here and probably here. This PR simply restores the cloud.cfg from the Debian cloud-init package.
