This reverts the recent changes to reduce the Dependabot frequency.

I think the time has come to rip out all of this external pipelines functionality - it doesn't allow us to customise things the way we need.

👍 That pipeline builder is going away in Paketo as well. It’s not happened yet but we’re gradually moving away and will stop maintaining it.

You can eject the pipeline update job or disable it and keep using the workflows but just not getting these updates.
