This is a generalization of the key-location map used by LocalBlobAccess. Bonanza uses it for various kinds of caches where we want a similar eviction strategy.

In Bonanza we have a generalized/extended version of the KeyLocationMap code that's part of LocalBlobAccess. Let's switch over LocalBlobAccess to this new code, so that bb-storage and Bonanza can share the same implementation.
