What changed in this PR
Adds result rollups and failure notifications to the merge, release, and scheduled workflows, following the shared-action pattern already used elsewhere in the repository.
Changes:
- Add always-running results jobs covering each workflow’s upstream jobs.
- Notify on upstream failures using
workflow-notifier. - Pin both shared actions to the existing v0.9.0 commit.
