   This is only an issue in the right-click -> "Create workflow" option, (introduced in #8190) in the file explorer, the older ways of creating workflows still create a workflow with a start action.

   I didn't say it shouldn't be fixed. It sounded like a general problem, which it isn't, so just wanted to narrow it down.
