Update TEP-0192 references to TEP-0173#13

TEP-0192 (Enhancement Proposal Authoring Skills) was renumbered to TEP-0173 in tektoncd/community. Update data-collection-plan.md and README.md accordingly, and regenerate the raw/teps.jsonl record for TEP-0173 by re-parsing the renamed file, replacing the stale tep_number=192 record and the earlier tep_number=173 stub.
