Add sign up CTAs for non-signed in users to various pages

Note

This issue is for maintainers.

Once we're finalized with #849 and all of the pages for the platform are finished, we want to go into the platform from a non-signed in user perspective and put CTA buttons that lead to sign up in various places.

We'll discuss as a community where these should go and add them 😊
