NOISSUE - Document the new users CLI command - #193

magistrala#3616 adds a "users" CLI command (create/get/update/delete/ enable/disable/password set), closing the gap the "No CLI equivalent" callout on the API reference's Users section used to describe. - Add content/docs/dev-guide/cli/users-cli.mdx, mirroring devices-cli.mdx. - Link it from the API reference's Users section intro, same as Devices does for the Devices CLI. - Replace the "No CLI equivalent" warning with a note scoped to what's actually still GraphQL-only: sign up, log in, log out, session refresh. - Register the new page in cli/meta.json's nav.
