Add test nyb location

Adds a new standalone location named test-nyb under Atlantic Ocean (North) in the Flukebook location hierarchy.

The JSON was validated locally and no unrelated files were changed.

Before you Submit!

• Is all the text internationalized?
• If you made a change to the header, did you update the react, jsp, and html?

Hey @austinmaia Is there a specific reason to add this locationID in support of a specific research effort? Not opposed to adding test locationIDs if your org just wants to narrow its data to a specific test case, but there are other ways to subquery as well. Is this the New York/Jersey Bight? We could just add that formally as a locationID.

Need further clarification on what "test nyb" as a study site is for.

Hi Jason, I was trying to add a test location so that I did not mess up any existing individuals or catalogs people had at the location, but I think I’m actually all set! I will go ahead and just use the main NY Bight location. Thanks.
