Replace the upstream hio dependency with the published GLEIF release candidate so KERIpy receives the maintained UDP and Python 3.12.2 fixes transitively. Pin the same distribution in each CI bootstrap path to avoid installing both distributions that provide the hio import package.

Summary
hiorequirement withgleif_hio==0.6.20rc2hioimport packagePurpose
The reason we need this is that certain TCP connection lifecycle bugs are in-progress for
hioonmainand will be in-progress for a future v0.6.20 release from theioflo/hiorepo once the proposed v0.6.20 branch is accepted.The following PRs are merged to GLEIF's
hiofork on branchrelease/v0.6.20that we need in the upstream:txCutoff: Needed so that Remoter can provide visibility for TCP response cutoff viaRemoter.txCutoffrather than incorrectly overloading the TCP receiveRemoter.cutoffvar as both receive and response cutoffs. Directant/Reactant should look attxCutoffrather thancutoffas the teardown signal, as mentioned in fix: preserve Remoter sends after peer write EOF ioflo/hio#163 tohiomain.timeout -> tymeout: Needed so that expiry/inactivity timeouts work properly on Remoter and the Directant/Reactant pair. Baesd on fix: propagate idle timeout to accepted Remoters ioflo/hio#164Once these changes are accepted into upstream HIO on both main and a future
v0.6.20release branch then the dependency can switch back fromgleif_hiotohio.
