Pulling in the same tock configuration approach applied to the v1.2.x line of KERIpy releases.
Once KERIpy v1.2.14 has been released in PyPi then I'll pull the supported tock configuration PR from the GLEIF-IT fork to this upstream repo.
Each Doer for the Agents should have their own tock values read from a configuration file along with a sane default for the processing done by that Doer.
This will allow for installation specific tuning of background processing for KERIA
