1. Set up dependabot to auto-update github actions as well as ruby gems twice a year. 2. Let it run to update everything. 3. Update Ruby version to the latest 3.xx version (3.3.11). 4.xx is still a bit new and some gems do not support it. I also couldn't get dependabot to auto-update that, so it will need to be bumped manually once in a while. Some of the versions used have been deprecated and the workflow was failing. This fixes that.

On my fork, some workflow were failing, but if #133 pushes fine, we could decide to delete this PR. |
