Updates the backend module manifest so QA pulls a release VirtoCommerce.Cart build instead of a PR prerelease blob.

In backend/packages.json, the Azure Blob entry for VirtoCommerce.Cart changes from VirtoCommerce.Cart_3.1007.0-pr-190-4226.zip to VirtoCommerce.Cart_3.1007.0.zip, and the module is listed after the other X* cart-related packages. Remaining edits are JSON whitespace/formatting only; platform and other module pins are unchanged.
