Updates backend/packages.json so VirtoCommerce.ProfileExperienceApiModule is installed from the AzureBlob prerelease feed at 3.1011.0 (VirtoCommerce.ProfileExperienceApiModule_3.1011.0.zip) instead of GithubReleases at 3.1009.0.

The rest of the diff is JSON whitespace/indentation cleanup and a trailing newline on the file.
