Manifest-only change that swaps the notifications module source and bumps its packaged version for a QA prerelease; no application code is modified.

Overview
Updates the backend package manifest so VirtoCommerce.Notifications is pulled from the AzureBlob prerelease feed as VirtoCommerce.Notifications_3.1010.0.zip, instead of GithubReleases at version 3.1009.0.

Also includes minor JSON formatting in packages.json (indentation and trailing whitespace); no other module version or source changes appear in the diff.
