feat: BFA burn and consignment support - #184

New BFA dependencies (rgb-consensus-s-bfa, rgb-ops-s-bfa, rgb-schemas-s-bfa) are private repos that GitHub Actions GITHUB_TOKEN cannot access. Add a composite action that injects a PAT via git URL rewrite so cargo can fetch them during build.

Adds the RLN functionality needed for wallets to burn BFA tokens and retrieve the proof for bridge redemption.
Supports the wallet integration flow: burn -> retrieve consignment -> pass proof to Mint UI -> submit to bridge /unlock.
BFA support is on-chain only; burn with an external signer is currently unsupported.
