Fix broken 'Talk to TTO' node in license flowchart

Karla replaced the ECL 2.0 box with "Talk to TTO" because ECL doesn't restrict use to non-commercial or educational purposes. The edit dropped the Mermaid node ID and opening bracket (Check -->|Educational focus| Talk to TTO<br/>…]), which breaks the diagram on the live site.

• Restored as EDU[Talk to TTO<br/>✓ Education-specific license<br/>✓ Requires TTO approval], keeping Karla's wording
• Renamed the edge and style from ECL to EDU. The box is now yellow (consult), like the GPL 2.0 box, instead of green (use)
• Cleaned up the accessibility description (non commercial use license → "a Tech Transfer conversation about an education-specific license")
• Quick-reference row: replaced the ---- | --- placeholders with "n/a" and "Education-specific license; requires TTO approval"

Checked that the diagram is valid and renders.
