Update the TLS dependencies to fix the six RustSec advisories on main, and update Tokio to 1.54.1 for its I/O-safety warning. Prepare the 0.2.3 patch release and enforce the committed lockfile when building release binaries.

The original dependency fix is retained, with the current main branch merged in. Plugin RPC methods and capabilities are unchanged.

Validation: cargo audit is clean with no warnings or ignores; all 3 Rust tests, local optimized release build, manifest validation, and the complete CI run 40200291827 pass, including Clippy and formatting.

Closes #8, closes #9, closes #10, closes #11.

…advisories

Bumps the lockfile only (no manifest change):
- rustls 0.23.45 -> 0.23.46 (RUSTSEC-2026-0346, -0347, -0348, -0349)
- rustls-webpki 0.103.15 -> 0.103.16 (RUSTSEC-2026-0382)
- webpki-roots 1.0.6 -> 1.0.10 (RUSTSEC-2026-0381)

Thanks @harshbhx for fixing the Rustls advisories and documenting the dependency updates! I verified the changes, added the remaining Tokio security update and locked release builds, and merged this after the tests and dependency audit passed. The fix is now published in v0.2.3 for all five supported platforms.
