docs: replace the CC BY 4.0 claim with the TABULA usage rules - #54

ATTRIBUTIONS.md, data/README.md and the open-source checklist said the TABULA workbooks are under CC BY 4.0. The provider publishes no open licence. Its "Rules for Usage of the TABULA Building Typology Approach by Third Parties" (https://episcope.eu/communication/download/) permit non-exclusive use in research projects, theses and software applications, on condition that "IEE Projects TABULA + EPISCOPE (www.episcope.eu)" is visibly mentioned as the source. Every CC BY 4.0 reference now names those rules instead, and the prescribed credit line appears verbatim in ATTRIBUTIONS.md, data/README.md, the README acknowledgement and the docs landing page. The README licence section states that the MIT licence covers the code and not the TABULA data. Both workbooks stay in the repository and in the ignis-build-db image, which the rules allow with the credit.

The repository said the TABULA workbooks are licensed under CC BY 4.0. They are not. The provider's Rules for Usage of the TABULA "Building Typology" Approach (Systematics, Data and Tools) by Third Parties read:
