DOCS-1823 - Align Claude Code tooling docs across AGENTS.md, README, and contributing guide

Purpose of this pull request

This pull request aligns AGENTS.md, README.md, and the public /docs/contributing guide on which Claude Code tooling is available to Sumo Logic employees vs. external contributors.

• AGENTS.md: clarifies the repo takes both internal and external contributions; marks the Jira Rules and Jira Commands sections as Sumo Logic internal (requires Atlassian access)
• README.md: renames "For Docs Team contributors" to "Claude Code tooling" and corrects the scope — most slash commands work for anyone with the repo cloned, only Jira commands are internal-only
• docs/contributing/create-edit-doc.md: notes that /doc, /audit-doc, and /seo-audit are available to external contributors
• docs/contributing/remove-doc.md: notes that /remove-doc automates that page's steps
• docs/contributing/style-guide.md: notes that the sumo-style skill auto-applies these conventions in Claude Code, with no invocation needed
