Adds SeismicBlockEnv { inner: BlockEnv, timestamp_millis_part } wrapping the standard seconds-based BlockEnv. TIMESTAMP stays Unix seconds; TIMESTAMPMS (0x4B, gas 2) now returns the exact seconds * 1000 + part via a new
SeismicHost::timestamp_millis(), so same-second blocks no longer collapse to one value. Removes the timestamp-in-seconds feature. The semantic-test runner's timestamp increments are corrected to 15 s.
