1. Added some developer implemenation guidelines / best practices for <rh-pagination>

Testing Instructions

1. View the Code page in the DP.
   • The DP won't exist until chore: adopt cem #2455 merges. Clone and run the docs locally to see these changes.
2. Check for spelling / grammar.
3. Cross reference with the component to verify these guidelines are true.
