Regenerating the welcome board pads banner_uri() with 456 black pixels and cuts off the new banner's bottom. BANNER_CROP still targets the old 3456-pixel image, so the board displays a damaged banner.

The welcome board still embeds the old image after banner.webp changes. Its committed HTML stores a generated JPEG, so canvas visitors never see the replacement.
