A tag needs to be used for ROCgdb, rocm-systems and rocm-cmake. A small adjustment to clone_aomp.sh was needed so 'git pull' does not error out.

Motivation
Bump ROCm sources to 7.13.
Technical Details
Changes to the patch and clone system were required. Removed patches for hipamd, clr, rocprofiler, and rocprofiler-sdk. The sources are new enough to not need the patches. The previous listed repos are now in rocm-systems monorepo. We moved to using tags instead of branches for rocm-cmake, ROCgdb, and rocm-systems.
