A lot of the files are missing content and only have a single line #20

OK, on closer inspection, it seems most of them have just a really long single line of content. I'm not sure there's much value in this e.g. why have all these other Python rules files when this one is a lot more comprehensive and is formatted in a much more readable way:

It removes the duplicate long-slug FastAPI rule folder, replaces known empty/corrupted placeholder rule files with real guidance, and adds repo-hygiene coverage so future empty or AI-apology rule files fail checks. This should close when that PR is merged.
I notice that a bunch of the rules files are missing content and have just a single line e.g.:

I haven't checked all of them but most of the Python ones and a few others I checked in the Backend section are like this.
