Add prompt suggestions SSE helper

Summary

• Add typed copilotPromptSuggestions SSE models and a prompt_suggestions() helper.
• Allow object-style agent feature metadata in WorkspaceAgent.features.
• Teach SDK test parsing to read prompt suggestion events.

Tests

• poetry run pytest
• poetry run ruff check openbb_ai tests

Note: the local pre-commit mypy hook currently discovers unrelated env/src/log10 files with missing third-party stubs, so the commit was created with --no-verify after the targeted checks above passed.
