Fix plasma rebalance to not affect other Fusion recipes

Outside of Particle Acceleration recipes, Fusion Reactors have two broad categories of recipes:

1. Plasma recipes, which output plasmas used with Plasma Turbines for power generation.
2. Synthesis recipes, which output the liquid form of real and fictional element materials for progression and for easy access to rare materials.

#2522 was made to alter exclusively the former, but due to how it filters out the first type of recipe (and the very stupid fact that some recipes in the latter category include the word "plasma" in the recipe ID despite not involving plasma whatsoever) it affected some recipes in the latter category.

This PR rectifies that mistake so that between that PR and this one, only Fusion recipes that output plasma are changed from base GTM.
