Outside of Particle Acceleration recipes, Fusion Reactors have two broad categories of recipes:
#2522 was made to alter exclusively the former, but due to how it filters out the first type of recipe (and the very stupid fact that some recipes in the latter category include the word "plasma" in the recipe ID despite not involving plasma whatsoever) it affected some recipes in the latter category.
This PR rectifies that mistake so that between that PR and this one, only Fusion recipes that output plasma are changed from base GTM.
