Pass English weekday and month names to libcudf for dt.strftime in cudf-polars - #25061
dt.strftime with %A, %a, %B or %b returned empty strings on the GPU. libcudf reads the weekday, month and AM/PM strings for those specifiers from a 40 entry names column (AM/PM, then the weekdays and months), and cudf-polars was passing an empty column, so there was nothing to read and no error either.
This passes the English names. Polars formats through chrono with only the std feature (chrono's unstable-locales is not enabled anywhere in the Polars crates), so it always produces English names no matter what the system locale is. I also got identical output from Polars with de_DE, fr_FR and ja_JP set, so there is nothing locale dependent for cudf-polars to look up.
Time zone aware datetimes are also formatted in local wall time now. libcudf formats the stored UTC timestamp, but Polars formats local time, so a Los Angeles column could give the wrong weekday, month or hour (this was wrong on main for every time dependent specifier, %H included). The UTC to local conversion reuses the helper that dt.time already uses, and UTC or naive columns are unchanged.
Testing
New tests in test_datetime_basic.py compare GPU against CPU over 24 dates that cover every month and weekday (and both halves of the day when %p is combined with them), for Date, Datetime("us") and a UTC Datetime("ns"). A separate test covers America/Los_Angeles and Asia/Tokyo columns with %A, %b, %H and %A %H:%M. %p is only tested on datetimes, since Polars rejects it for Date.
Ran the strftime tests on a T4 GPU using the nightly cudf-polars-cu12 wheel with this branch's cudf-polars files copied over it, on the in-memory, spmd and spmd-small engines:
datetime.py
Result
main
30 failed, 21 passed
this branch
0 failed, 51 passed
The failures on main are the new tests (value mismatches). A bare %p already worked on main, so that one case is not a regression test. The whole of test_datetime_basic.py also passes on this branch (1690 passed, 9 xfailed). The rest of the cudf-polars suite was not run.

Datetime string formatting now uses English AM/PM markers and full or abbreviated weekday and month names, matching Polars.
Formatting is consistent across date and datetime values, including UTC timestamps and combined date-name formats.
Timezone-aware datetime values now format using their local date and time, including for Los Angeles and Tokyo.
Datetime string formatting now supplies English AM/PM, weekday, and month names to libcudf. For Datetime inputs, the formatter converts values to local wall time before formatting. Tests compare GPU results across date and datetime types, including non-UTC time zones.

Summary
Name table, formatting, and validation python/cudf_polars/cudf_polars/dsl/expressions/datetime.py, python/cudf_polars/tests/expressions/test_datetime_basic.py
The formatter passes English AM/PM, weekday, and month names to libcudf. For Datetime inputs, it converts values to local wall time before formatting. Tests cover weekday and month names, AM/PM, and non-UTC time zones.
Formatting now incurs extra synchronization, including for numeric-only formats, which may slow repeated or streaming workloads. The change is mergeable with awareness of this overhead.

Explanation
Issue [#24985] requires GPU dt.strftime to return CPU-compatible names for %A, %a, %B, and %b, and to resolve the locale behavior. datetime.py now passes libcudf a 40-entry English names column in the required AM/PM, weekday, and month order. The PR states that Polars uses English names independent of the process locale. The new tests compare GPU and CPU results for all four specifiers across Date, Datetime("us"), and UTC Datetime("ns"). Additional tests cover AM/PM and timezone-aware local wall time. The author reports that the tests pass.

Explanation
The whole-PR diff changes only datetime.py and test_datetime_basic.py. The production changes provide names to dt.strftime and convert timezone-aware inputs to local wall time before formatting. The test changes cover weekday, month, AM/PM, time, and timezone formatting. These changes support the linked dt.strftime behavior and its regression tests. No unrelated change appears in the diff.

Construct the names column only for name-based formats.
The current code constructs a 40-string column for every nonempty format, including %Y-%m-%d. This adds two device transfers per formatting evaluation. The per-evaluation cost is small, but it repeats for every evaluation and streaming partition.
Construct the names column only when the format contains an actual %A, %a, %B, %b, or %p directive. Otherwise, pass the empty names column.
