Replaces the grouped-container tab treatment (heavy dark outline on the active tab) with the individual-pill family used by the RA chrome: same 100px-radius geometry, padding, and typography. Colors are the light-surface variant since this strip sits on the report's light band — inactive pills quietly outlined, active pill white with accent border + accent text. Adds a focus-visible ring. Small cohesion pass on the stakeholder deck tabs, follow-up to #3648 (merged): replaces the grouped-container treatment (heavy dark outline on the active tab) with the individual-pill family used by the PgmPro Resource Allocation chrome — same 100px-radius geometry, padding, and typography.
