Adds a Frame Rate setting (30/60) to the video options menu, persisted via the registry alongside the other tomb3 settings. The fixed-30Hz game simulation (ControlPhase) is left untouched. When 60 FPS is enabled, DrawPhaseGame renders and presents an extra interpolated frame between simulation ticks, lerping the camera and Lara's root position/rotation halfway between the previous and current tick's state, then restoring the true simulation state before returning. Large jumps (room changes, teleports) snap instead of lerping to avoid smearing. The HUD is intentionally not redrawn on the interpolated frame since several of its draw calls (pickup icons, health/air flash) advance their own timers as a side effect and would otherwise double-tick at 60Hz. Cutscenes, menus, inventory, the pause menu, and the map screen are unaffected and continue to run at their original 30Hz pacing.
