• Draft directions
• Update territories to use integer IDs (see new-ids branch)
• Update locales, posts to use new territory IDs (see new-ids branch)
• Draft definitions of terms (see readme)
• Export territories to OpenRefine to be able to explore the data with facets
• Decide how reviewers are going to view and edit the data

Reviewers will complete a form affirming that each field was reviewed. Forms should also contain recommendation:

• Keep unchanged: all fields valid
• Keep with changes noted above
• Discard: no such territory existed

Update: Decided against "blanket judgements" in favor of more fine-grained ones.

Things that trigger a new record:

• Territory becomes independent or dependent
• Territory secedes from another
• A territory splits into 2+ territories
• 2+ territories merges to form a new territory

Things that don't trigger a new record:

• Territory announces new name (no other change in political status)

• review the "lineages" view to see if it's usable as, or if any entries need to be culled before review
• add form fields to the new "lineages" view of each current territory

Requirements for the Historical Country Names dataset:

• Must include all territories where U.S. has had diplomatic posts (it will undergird the consular cards project and the chiefs of mission database)
• Must include all countries with which the U.S. had diplomatic relations (it will undergird the recognitions and relations project)
• Must include all territories covered in FRUS (it will undergird the taxonomy used to tag FRUS volumes, and eventually, compilations and documents)
• Should include all other territories on the map during the period 1776-present, regardless of U.S. diplomatic relations

• maybe a dry run with one volunteer to work out kinks

If time allows before review begins:

• model "name variant with dates of relevance"
• model "relationship descriptor"

Other issues:

• What to do about the UMich paywall-protected links cited as sources?
• How best to ensure that INR's footnotes are reflected in current territories, e.g., Spratly Islands?
• When we switch POCOM over to new numerical IDs, this will be hard for input. How best to provide easy lookup for these values in oXygen?
• Since locales are tied to current territories, should we take advantage of the current review to ask folks to look at the list of locales, against the consular cards, etc.? Or defer this to another pass?

• Assign the 60 current dependencies for review? This would mean an extra ~3 entries per person.
