Bibliocraft is ARR, so I can't just add this directly.
This PR adds automation to making enchanted plates by searching for XP sources from EnderIO/Automagy nearby, allowing them to be made without a player present
There already is some slight buggy behavior with the redstone activation of the Typesetting Table, this doesn't fix it (it only mixin's the tile, that bug is in the block) but it's really minor so not that big of a problem
