Details

Port setup-ubuntu-gpg-cache from Auth into the shared GitHub-Actions repo as part of Tier 1 Workstream F (GitHub Actions centralization).

  • Adds composite action at setup-ubuntu-gpg-cache/ with aptly-public.gpg
  • Fixes the aptly key install path to use ${{ github.action_path }} instead of a repo-relative .github/actions/composite/... path
  • Documents usage in setup-ubuntu-gpg-cache/README.md and the root README.md
