Removes the unused serde_with 2.x dependency affected by GHSA-7gcf-g7xr-8hxj while preserving ssi-jwt 0.6.0 and the published SSI sibling crate identities.\n\nThis history-preserving subtree fork includes its Apache license, immutable lockfile, pinned standard-runner CI, Dependabot, organization policy checks, public dependency-health record, and reviewed weekly upstream-subtree synchronization.
