Auto-publish godot-hover-docs

• This extension has an OSI-approved OSS license (we don't accept proprietary extensions in this repository)

Description

This PR adds the https://github.com/RedMser/godot-hover-docs/ to the autopublish list. I contacted the owner first in RedMser/godot-hover-docs#9 (was not aware of the template). As suggested by the original author, I'm adding this on their behalf.

Using auto-publish is the only reasonable solution since the extension does not use Github Workflows.
