Core MOM6 tag bumped up to latest dev/ncar. MOM_input: - ALLOW_GLC_RUNOFF_DIAGNOSTICS set to true. Needed due to latest main merge. - REMAP_AFTER_INITIALIZATION set to False for hybrid runs. - RESTART_CHECKSUMS_REQUIRED set to False for ERP tests.

It looks like there are conflicts in MOM_input (maybe from #343) and we need an updated MOM6 tag but otherwise this looks good to me

I think NCAR/MOM6@3019b10 is the commit that contains everything needed for https://github.com/NCAR/MOM6/milestone/7
