Implementation of Phase 6B-E with production hardening and operator qualification program:

Phase 6C: Governance & Access Control

  • Role-Based Access Control (RBAC): 4 roles, 5 permissions, 10 resource types
  • Audit Compliance: Tamper-evident hash chain with BLAKE3 integrity
  • Multi-Tenant Isolation: Namespace-based resource separation with quota enforcement
