Align the driver with ADBC 0.24 and Arrow 59 #85

The current main manifest at 2c374ad uses adbc_core 0.23, Arrow 58 and clickhouse-ext-arrow 0.1. Arrow types cross the driver's public API, so an Arrow 59 consumer cannot use those RecordBatch values directly.

ClickHouse/clickhouse-rs#474 has merged. As checked on 2026-10-23, crates.io offers adbc_core/adbc_ffi/adbc_driver_manager 0.24.0, clickhouse-ext-arrow 0.2.0 and clickhouse 0.15.3. This makes an aligned Arrow 59 dependency set available.

Please update the driver's Arrow family and ADBC crates together. telekom/sutura#1250 tracks the downstream migration and temporary vendor fallback.
