[P2-E8.4] Operator-driven LSU for the dedicated synchronizer #36

Closed
canton-network/splice-multi-sync
#58

Description

@salindne

Operator manages logical synchronizer upgrades on the dedicated sync independently of the global sync; purchased traffic carries over to the successor sequencer, and the migration id stays 0.

Acceptance criteria:

  • A dedicated-sync LSU preserves granted traffic (mirrors LsuTransferTrafficTrigger)

Epic: #71
