Redirect the old /downloads URLs to the latest GitHub release - #3

Links to openfuel.ca/downloads shared before downloads moved to GitHub releases keep working: each file redirects to the same file in the latest release, and anything else under /downloads to the release page.
The embedded app shows the message once the browser answers its location request, so reading it straight after opening the frame failed intermittently.

Downloads moved to GitHub releases in #2. This adds a Workers static-assets
_redirectsfile so that links toopenfuel.ca/downloads/...shared before the move keep working:/downloads/redirects to the release page.Testing
wrangler devlocally: each old URL answered 302 with the expected GitHubreleases/latestlocation, and/preview/still answered 200.pytest tests: 77 passed.
