Rewrites setup_WOA_initial_conditions.py (from ACCESS-NRI/initial_conditions_access-om3) using xarray/dask instead of manual netCDF4 variable handling. Combines WOA23 monthly upper-ocean and seasonal deep-ocean temperature/salinity, and computes absolute salinity, conservative temperature and potential temperature via TEOS-10.
