[feature request] Ability to set a specific comment fee by OP

[Darth-Coin]

Describe the problem you're trying to solve

I would like to see the option where OP could set a new fee for comments on his post, but that cannot be lower than the territory fee.

Describe the solution you'd like

I make a post in tutorials territory. Butt I want to limit comments only for those that are able to pay a higher fee to comment. This way I can limit the answers only to pertinent questions related to that post and avoid spam and bullshit comments.
